Early Friday morning Senate action: Senate passes telecommunications bill, but Gov. Rendell threatens to veto it; Senate amends SB1209, sets stage for possible conference committee on gambling law revision bill.

The Senate did return early Friday morning, well after Capitolwire's last update of Caplog and the Legislative Front Page, to do some important business.  As reported by Capitolwire's Pete Durantine, "Voting mostly along party lines the Senate early Friday morning passed legislation ( HB30 ) overhauling Pennsylvania’s 11-year-old telecommunications modernization law, but Gov. Ed Rendell is threatening to veto the measure.

The House is scheduled to consider the bill Friday, but isn’t expected to make changes that would satisfy the governor. In fact, the House plans to send the Senate version, which passed 27-20, to Rendell, regardless of the threat of veto."

The other important business is the Senate's amending of SB1209 , the state gaming law (Act71) revision bill.  The Senate removed the House's change to the mandate the use of suppliers (Act 71's original language), and reinserted its plan to make it optional. The other Senate change relates to the definitions of "party official" and "public official" in financial interest section. The Senate amended SB1209 to further clarify the House's limitation that the restrictions apply to all state officials and only local officials in municipalities receiving revenue under the act.
